Ramp Tower Services

The Kenton County Airport Board (KCAB) is soliciting proposals under Invitation 26-044-RFP for Ramp Tower Services at the Cincinnati/Northern Kentucky International Airport (CVG). The selected contractor will be responsible for the 24/7 active control of aircraft in all CVG controlled non-movement areas using traditional and virtual methods. Key operational duties include traffic sequencing, separation, pushback control, deicing queuing management, remote parking operations, and ensuring airline compliance with the gate management system. The contract requires a minimum of two controllers on duty at all times, managed by a qualified RCT supervisor. All services must adhere to FAA Order 7110.65, CVG Airport Rules and Regulations, and established Letters of Agreement regarding terminal ramp control and aircraft operating restrictions. The agreement is structured for a four-year base period effective from October 1, 2026, to September 30, 2030, with an option to renew for an additional four-year term. Award selection is based on best value, evaluated through experience and qualifications (35%), technical approach (35%), and pricing (30%). The contractor must provide extensive bonding, including a proposal bond of 10% of the annual amount, and performance and payment bonds at 100% of the annual contract value. Additionally, high insurance requirements are mandated, including 100 million dollars per occurrence for aviation commercial general liability and 5 million dollars for network security and technology errors and omissions. Personnel must meet strict physical and security qualifications, including fingerprint-based criminal history checks and TSA/FAA security clearances.
