1. The Nevada Army National Guard USPFO Purchasing and Contracting Division, on behalf of the Recruiting and Retention Battalion (R&R BN), is requesting services in support of their outdoor mobile climbing walls.


     a. Please read "Solicitation - W9124X26QA020" and "PWS R and R Mobile Climbing Wall" thoroughly for a complete understanding of R&R BN's requirements.


     b. Required services and equipment include but are not limited to:


          (1) Visual Inspection. Inspect the entire façade for micro-cracks, deep gouges, and UV degradation;


          (2) Structural Certification. Torque all frame-to-shell mounting bolts and issue a certified structural safety certificate;


          (3) Hydraulic Service. Cycle the main lift cylinders, check fluid levels, and replace worn hydraulic hoses;


          (4) Auto-Belay Recertification. Disassemble, inspect, re-web, and factory-certify the auto-belay units; and


          (5) Hardware Replacement. Replace all rusted or stripped handhold t-nuts and anchor carabiners with load-rated hardware.


2. The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotation:


     a. Timeliness - the quotation must be received on or before the closing date and time; otherwise, the quotation may not be considered.


     b. Technical - the following must be provided with the price quotation for technical evaluation purposes:


          (1) Quality Control Program;


          (2) Auto-Belay Manufacturer Certification;


          (3) Manufacturer- Specific Installer/Repair Training; and


          (4) ASME / Trailer Inspection Certification.


     c. Price - must use the attached "Mobile Climbing Wall Pricing Sheet" or company-formatted pricing sheet with same information.


     d. Past Performance - the government may use past performance to determine awardee selection if necessary. Past performance is not required unless specifically requested by the contracting officer.


     e. Compliance with the solicitation and PWS requirements - if the quotation does not comply with requirements, the quotation may not be evaluated further and may be considered nonresponsive.


3. Award will be made without holding discussions; however, the Government reserves the right to hold discussions if required.


4. Interested offeror quotations shall be valid for at least 15 days after the solicitation close date.


5. A written notice of award or  acceptance of a quotation, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the  quotation, shall result in a binding contract without further action by either party. Before the quotation's specified expiration time, the  Government may accept a quotation (or part of an offer), whether or not there are negotiations after its receipt, unless a written  notice of withdrawal is received before award.
