RANGE MAINTENANCE AND REPAIR SUPPORT

The Government, through Navfacsyscom Mid-Atlantic under the Department of Defense, is seeking qualified small businesses to provide comprehensive range maintenance and repair support for 115 live fire ranges and 566 training facilities located within a 40-mile radius of Camp Lejeune, North Carolina, including Camp Johnson, Camp Geiger, Marine Corps Air Station-New River, Stone Bay Ranges, Camp Davis, and Outlying Landing Field Oak Grove. The contractor must furnish all labor, supervision, management, tools, materials, equipment, transportation, and incidental engineering required to maintain these areas in usable condition. Scope of work includes carpentry, welding, masonry, electrical, painting, heavy equipment operations, mechanical maintenance, trash and debris removal, and refurbishing props. Additional tasks encompass the fabrication, installation, and repair of metal and wood signs, gates, flag poles, barriers, fencing, barricades, ammo breakdown tables, wooden steps, range structures, berms, firing positions, bunkers, retaining walls, and metal bleachers. The contractor must also perform UXO grass cutting in high-hazard impact areas and ensure all work adheres to safety and regulatory standards. The contract is structured as a Firm Fixed Price/Non-Recurring type with a one-year base period and four optional twelve-month extension periods, totaling a maximum potential duration of sixty months, with an additional possibility of a six-month extension under the Option to Extend Services Clause. Only small business concerns eligible for a Total Small Business Set-Aside under FAR 19.5 may respond, with particular interest in HUBZone, 8(a), Service-Disabled Veteran-Owned, and Women-Owned Small Businesses, including Economically Disadvantaged Women-Owned entities. All offerors must be actively registered in SAM.gov with a valid Unique Entity Identifier and CAGE code, and must be certified by the SBA if claiming any special socioeconomic designation. Personnel must hold a Commercial Class A CDL license, valid welding and electrical certifications, HAZMAT qualifications, OSHA certification, and a valid North Carolina or state-of-residence driver’s license. Contractors must be enrolled in Wide Area Workflow for electronic invoicing. This is currently a sources sought notice, not a solicitation, and no pricing or CLIN structure has been provided; a full solicitation with detailed specifications will be issued at a later date.
