Rapid Infiltration Basins (RIBS) Rehabilitation: Three-Year Phasing

The Rapid Infiltration Basins (RIBS) Rehabilitation project, issued by the Utilities Services Department of the Central Florida Tourism Oversight District under solicitation ITB #C007144, is a three-year phased initiative to rehabilitate deteriorated RIBs. The scope of work involves the removal and disposal of existing 45 mil Hypalon liners and the installation of new 60 mil HDPE liners, including necessary earthwork, grading, and the excavation and backfilling of anchor trenches. The project is divided into three fiscal year phases: FY 2027 covers cells 66 through 70, FY 2028 covers cells 48, 49, 50, 52, and 53, and FY 2029 covers cells 57, 58, 60, 71, and 72. Additional requirements include the installation of new batten bars where necessary, concrete work via an allowance amount, and the sodding of berm tops and exterior slopes. The contract will be awarded to the lowest bidder of all items. Bidders must comply with strict administrative and legal requirements, including the submission of affidavits regarding conflicts of interest, public entity crimes, human trafficking, and restrictions on entities from foreign countries of concern. Successful vendors must adhere to comprehensive insurance and indemnification standards, maintaining specific coverage for general liability, automobile, workers compensation, and pollution liability with providers rated A- or better by AM Best. The agreement is governed by the District's general terms and conditions, which establish the legal framework for bid submission, vendor liability, and independent contractor status.
