The United States Air Force, through the Department of Defense, is soliciting Phase I research for a Rapidly Reconfigurable Pod-Based System Survivability Suite under solicitation DAF27BZ02-DV021. This effort focuses on developing a modular, open-system survivability architecture to counter multi-spectral threats across radio frequency, infrared, and electro-optical regimes. The primary technical objective is the creation of a hardware-agnostic, software-defined compute environment that utilizes containerization and real-time virtualization to abstract signal processing and threat correlation. This research must adhere to Modular Open Systems Approach (MOSA) guidelines and Open Mission Systems/Universal Command and Control Interface standards while operating under strict size, weight, power, and thermal constraints. The scope of work includes resolving multi-physics boundary constraints and sensor obscuration using high-fidelity analytical and computational fluid dynamic models to ensure gapless spherical coverage. The project aims to implement machine-to-machine autonomy for real-time threat detection and self-protection without operator intervention. Key performance milestones include demonstrating autonomous mission execution and resilient navigation during GNSS degradation, with a target range threshold of 400 to 1,200 nautical miles. This total small business set-aside requires proposers to be registered in the System for Award Management and comply with Cybersecurity Maturity Model Certification (CMMC) and ITAR/EAR export controls. Evaluation will be based on technical merit, investigator qualifications, and commercial potential, culminating in an integrated mission-relevant flight demonstration.

Full Description

Modern multi-domain operational environments present increasingly agile, multi-spectral threat emitters spanning radio frequency (RF), infrared (IR), and electro-optical (EO) regimes. Conventional aircraft survivability equipment (ASE) suffers from hardwired, federated implementations, tightly coupled mechanical and electrical host dependencies, and high-latency upgrade cycles. Overcoming these barriers requires foundational research into containerized, hardware-agnostic modular payloads, high-efficiency edge processing architectures, and adaptive aperture configurations that can operate autonomously while remaining fully interoperable with joint command-and-control networks. This topic solicits applied research and experimental development into an externally carried, modular open-system survivability architecture. While leveraging mature sensing and countermeasure components where appropriate, the primary technical investigation focuses on heterogeneous compute abstraction and advanced processing architectures. This entails researching novel architectural patterns that abstract diverse federated signal processing, countermeasure arbitration, threat correlation, and cross-platform networking into a unified, modular, software-defined compute environment. Key research activities include evaluating containerization paradigms, real-time deterministic virtualization, and Open Mission Systems / Universal Command and Control Interface (OMS/UCI) standard execution under strict size, weight, power, and thermal (SWaP-C) limitations. Simultaneously, the effort must resolve multi-physics boundary constraints and sensor obscuration challenges. This requires developing high-fidelity analytical, computational fluid dynamic (CFD), and electro-optical/electromagnetic models to characterize and mitigate aircraft-induced obscuration and aero-optical distortion across diverse carriage regimes. Research will further focus on distributed aperture hand-off algorithms and multi-pod sensor correlation to synthesize complete, gapless spherical coverage (steradian field-of-regard) across heterogeneous, dynamic flight profiles. Finally, the investigation addresses dynamic interoperability and low-latency autonomous response mechanisms. Investigation is needed into machine-to-machine autonomy algorithms capable of conducting real-time threat detection, localized track clustering, and immediate self-protection countermeasure dispense and pointing without operator-in-the-loop dependencies, while concurrently synthesizing threat telemetry for dissemination across communications links. Underpinning this entire capability is the design of open, non-proprietary physical and logical interface syntax aligned with Modular Open Systems Approach (MOSA) guidelines to enable zero-rework substitution of future experimental payloads.

Strategic Environmental Research and Development Program Core Broad Agency Announcement
Solicitation # W912HQ27S0001
The Department of War’s Strategic Environmental Research and Development Program (SERDP) has issued a Broad Agency Announcement to fund research in Environmental Restoration, Resource Conservation and Resilience, and Weapons Systems and Platforms. This initiative seeks innovative technologies and methods to improve performance, manage risks, and reduce costs for the Department of War. Both small and large businesses are encouraged to respond, with an anticipated total funding pool of approximately $10 million for multiple awards. The solicitation is governed by NAICS code 541715, and any large business or non-profit proposal exceeding $900,000 must include a Small Business Subcontracting Plan. The selection process is a multi-stage review consisting of a pre-proposal, a full proposal, and an oral presentation to the Technical Review Board. Pre-proposals must be submitted as a single PDF via the SERDP website by 2:00 p.m. Eastern Time on January 7, 2027. Evaluation is based on a threshold review of SERDP relevance, followed by a weighted assessment of technical merit, personnel, and cost. Full proposals will additionally be evaluated on a transition plan. All contracts will include mandatory cybersecurity requirements per DFARS 252.204-7012, and proposals containing restricted information such as ITAR or EAR data are not accepted.

Research, Development, Test & Evaluation (RDT&E) Support for the Center for Corrosion Science and Engineering (CCSE)
Solicitation # N0017326RGF02
The Naval Research Laboratory is soliciting proposals for a Cost-Plus-Fixed-Fee Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide Research, Development, Test and Evaluation (RDT&E) support for the Center for Corrosion Science and Engineering (CCSE). This small business set-aside effort has a maximum ceiling of 85 million dollars over a 60-month ordering period, with a performance period running from February 28, 2027, to February 27, 2032. The scope of work focuses on four primary areas: corrosion science and engineering, material science and environmental compatibility, marine coatings science and technology, and technology transfer, field demonstrations, and engineering support. The contract includes an initial Task Order 1 focused on warfighting platform readiness, requiring a total of 30,720 annual hours across 17 labor categories. The government will award the contract based on best value using a tradeoff process, prioritizing technical understanding and approach, followed by past performance, and then cost. Staffing and key personnel qualifications, including an IT Specialist IV and Program Manager IV, are evaluated as an acceptability factor. Due to the nature of the work, personnel must possess Secret security clearances, and the contractor must maintain a Top Secret facility security clearance. Performance is primarily based at the Naval Research Laboratory in Washington, DC, and requires strict adherence to OSHA safety regulations, NISPOM for classified shipments, and specific cybersecurity protocols to maintain network accreditations. Proposals must be submitted in five volumes, including a native Excel cost workbook, by the extended deadline of November 17, 2026.
