RCAS Office Seating

The Department of National Defence, through the Royal Regiment of Canadian Artillery School, is soliciting bids for the purchase, delivery, and installation of office seating in Oromocto, New Brunswick, with all work required to be completed by 15 July 2026. This procurement is conducted under Supply Arrangement E60PQ-120001/H and is limited to pre-qualified suppliers holding this arrangement; non-holders may submit bids but cannot be awarded a contract unless they first obtain the same supply arrangement through a separate evaluation process, which will not delay the award decision. The requirement is for 49 rotary chairs, with optional quantities for additional chairs, delivery, and installation services, all governed by fixed-price terms and evaluated under a Lowest Price Technically Acceptable methodology, where technical compliance is a mandatory pass/fail criterion and price is the sole deciding factor among compliant offers. All seating must meet detailed technical specifications referenced in Annex A and comply with environmental standards, requiring packaging that is reusable, returnable, or recyclable in alignment with the Government of Canada’s Green Procurement Policy, while excluding items like packaging tape due to market limitations. The contract term extends from award date until 30 July 2026, with delivery and installation to occur at RCAS, 5CDSB Gagetown, Building K-16, Oromocto, NB, where government personnel will perform inspection and acceptance, which does not relieve the contractor of responsibility for non-conforming work. No security clearances are required, and the procurement is open only to suppliers from Canada or designated trading partners under reciprocal procurement rules. Contractors must certify there are no conflicts of interest, comply with international sanctions, maintain employment equity agreements if applicable, retain records for seven years after final payment, and submit invoices electronically via Direct Deposit or LVTS, with all invoicing tied to approved delivery and installation. The solicitation does not require UEI, CAGE codes, socioeconomic certifications, or key personnel designations, and the only mandatory certifications relate to integrity, eligibility, and conformance.
