The Reach I Contract 1 Levee Improvement Construction Project is a Firm-Fixed Price contract awarded by the Department of Defense, specifically the USACE Sacramento District, for infrastructure work in Sacramento, California. The project focuses on the Natomas Basin levee adjacent to the American River, primarily involving the installation of approximately two miles of cement-bentonite cutoff walls with an average depth of 45 feet between Gateway Oaks Boulevard and Northgate Boulevard. The scope of work includes the hauling, spreading, and compacting of excavation spoils, the installation of a landside drainage blanket under Interstate 5, and the relocation or removal of various utilities, including waterlines and sanitary force mains. Additionally, the project requires extensive traffic management, including road and bicycle trail closures, repaving, and striping. The estimated magnitude of the contract is between 10 million and 25 million dollars, falling under NAICS code 237990 for Other Heavy and Civil Engineering Construction and FSC Code Y1LC for the construction of tunnels and subsurface structures. A critical requirement of the contract is that the prime contractor must self-perform 100 percent of the cutoff wall effort, drawing from a prequalified sources list of 16 authorized contractors. While the prime contractor handles the core cutoff wall construction, the solicitation process was designed to provide opportunities for subcontractors to team with the prequalified prime vendors.
