Iowa Industry to Classroom Academy CTE Teacher Mentoring Grant Program
Solicitation # 685608
The Iowa Industry to Classroom Academy is a pilot mentoring program launched by the Iowa Department of Education to recruit and retain career and technical education teachers transitioning directly from industry. The program pairs new or emerging CTE teachers, who possess specialized industry skills but lack formal pedagogical training, with experienced mentors for two years. This collaboration is designed to reduce professional isolation and help mentees progress from an initial CTE Authorization to a full five-year authorization. The initial pilot focuses on Family and Consumer Sciences teachers before expanding to all CTE content areas. The program is built upon four pillars: educator retention, instructional excellence, educator well-being, and continuous reflective practice. Over the two-year cycle spanning 2026 to 2028, mentees must complete six core pedagogy areas, including human relations, CTE teaching methods, and curriculum development. Financial support includes a 1,000 dollar total tuition and fee reimbursement for mentees and a 4,000 dollar total stipend for mentors. Additional reimbursements are available for travel, meals, lodging, and substitute pay. Participants are required to engage in monthly meetings, classroom observations, and a capstone project, while maintaining strict confidentiality regarding program interactions. Mentees' districts serve as fiscal agents to manage grant funds via IowaGrants.

Notice of Intent to award Sole Source: The Indian Health Service (IHS) intends to solicit from a single source pursuant to FAR 13.106-1(b)(1) for a requirement under the simplified acquisition threshold to provide support for the Reach Out & Reach (ROR) literacy program for the implementation of the early child literacy program; to maintain clinics/hospitals who are currently participating; to recruit new sites; to purchase and distribute age-appropriate books to participating sites, to provide technical assistance for professional development; to orientate new clinical and administrative staff; and develop an evaluation plan assessing the program. ROR has implemented this intervention in clinics/hospitals that served more than 60,000 American Indians/Alaska Natives (AI/AN) children. This procurement will allow the IHS to implement the ROR program to other facilities and will ensure the same level of training, technical assistance, and quality improvement among the populations served. This effort cannot feasibly be competitively sourced without an unacceptable duplication of cost and effort if awarded to other than ROR. This notice of intent is not a request for competitive quotes or proposals. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. No telephone calls will be accepted.
