Readiness Road Rehabilitation Project

The Readiness Road Rehabilitation Project, solicitation MS27-015, is a construction contract issued by the Southern California Logistics Airport Authority (SCLAA) to reconstruct and rehabilitate approximately 97,000 square feet of roadway pavement. The scope of work includes milling existing asphalt, excavating unsuitable materials, installing crushed miscellaneous base, and placing new hot mix asphalt in accordance with Caltrans Standard Specifications Section 39. Additional requirements involve installing 360 linear feet of conduit, replacing curb and gutter, adjusting utility structures, and implementing ADA-compliant parking improvements with specific slope restrictions. The project must be completed within 60 calendar days from the Notice to Proceed. The contract will be awarded to the lowest bidder based on the combined total of the Base Bid and Schedule A. Bidders must provide a bid security of 10 percent of the total bid price and are required to be registered with the Department of Industrial Relations (DIR) to comply with California prevailing wage laws. Upon award, the contractor must provide Faithful Performance and Payment Bonds, as well as a twelve-month guaranty against defects in materials and workmanship. Strict adherence to airport safety and security regulations is mandatory, including specific vehicle marking requirements for those operating in the Active Operations Area. The contractor is also required to implement a comprehensive quality control program and a construction/demolition waste recycling plan.
