Hillsborough County is planning to award a noncompetitive contract to Teaching Strategies, LLC for the renewal of the ReadyRosie software, valued at $19,319.44 for a one-year period. This software is currently used by the Head Start and Early Head Start programs and is accessible via mobile devices and computers. It aligns with the Head Start Early Learning Outcomes Framework and meets the standards set by the National Office of Head Start, serving as a research-based, proprietary application that enhances parental engagement and promotes school readiness. The procurement is justified under the County’s policies because the software is existing, and proprietary maintenance and support services are only reasonably available from Teaching Strategies, LLC. The County retains the right to extend, modify, or increase the scope of the contract based on evolving needs. Stakeholders who believe they can provide similar goods or services are invited to submit detailed challenges by April 29, 2024, to contest the sole-source award. The County will review any valid challenges to determine if genuine competition exists before finalizing the award. The contract details, including the solicitation number SS-24-24782 and contact information for Tracy Edwards, are publicly available, and interested parties can access further information through the County’s procurement portal.

Computer Assisted Mass Appraisal (CAMA) System
Solicitation # RFI-27-00004
The Hillsborough County Property Appraiser is conducting market research through Request for Information RFI-27-00004 to identify experienced vendors and Florida-compliant Computer Assisted Mass Appraisal (CAMA) platforms. The primary objective is to replace the agency's legacy CustomCAMA software with a modern system capable of supporting core appraisal business functions, including Income Approach valuation, Multiple Regression Analysis, and condominium management. This initiative is purely exploratory for informational and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. Key technical requirements include native integration with Esri ArcGIS software, support for Google Street View, Picometry, and Near Map, and the use of cloud hosting models. The system must strictly adhere to Florida Statutes, specifically regarding Save Our Homes caps and TRIM processing. Security is a critical priority, requiring all data and backup centers to be located within the continental United States, support for SAML 2.0 / Azure AD for Single Sign-On and Multi-Factor Authentication, and rigorous data privacy controls. These controls must include role-based access and automated redaction to comply with Florida Chapter 119 confidentiality and exemption rules. Responses are due by November 6, 2026.
