All task orders will be awarded on a Firm Fixed Price basis using a Best Value Trade-Off methodology, evaluating technical approach, past performance, and price, with no use of Lowest Price Technically Acceptable as the basis for award. The contract is strictly limited to small businesses operating under the $45 million NAICS 236220 size standard, and participation includes entities such as SDVOSBs, WOSBs, HUBZones, and Section 8(a) firms, with no large business subcontracting permitted on prime awards.
