The National Geospatial-Intelligence Agency (NGA) intends award a sole source contract to Environmental Systems Research Institute (ESRI) Center of Innovative Geospatial Technology (CIGT) to conduct research and development efforts associated with Geospatial Information Systems Visualization and Modeling Services (GIS-VMS). Due to the nature of this requirement it is in the best interest of the Government to award a sole source contract to a contractor whose software application has been adopted as part of the baseline topographic geospatial information services (GIS) software. In addition, the pervasive utilization of ESRI software throughout the community, and the modeling and visualization expertise make ESRI uniquely qualified for award of a sole source.
