PART I - INVITATION FOR BIDS
The Huntingdon County Commissioners will receive sealed bids for “HCC COURTHOUSE PAVING Project” via the PennBid Program (http://pennbid.bonfirehub.com) until November 18, 2025, at 9:30 am, at 233 Penn St, Huntingdon, PA, 16652, at which time and place bids will be publicly opened and read aloud. Bidder shall submit all questions about the meaning or intent of the Bidding Documents via the “Clarifications” feature in PennBid no later than seven (7) days prior to the date for receipt of bids.
The project consists of the following: demolition, milling, paving, and line striping.
A non-mandatory Pre-Bid Meeting will be held for prospective bidders on Thursday, November 6, 2025, at 10 am in the Commissioners Meeting Room at 233 Penn St, Huntingdon, PA 16652.
Bidding documents are available at no cost via the PennBid Program (https://pennbid.bonfirehub.com). Bidders shall submit all questions about the meaning or intent of the Bidding Documents via the “Ask A Question” feature in PennBid no later than five (5) days prior to the date of receipt of bids. Responses to questions which require an addenda or changes to the Bidding Documents will be issued via a Public Notice and posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted.
A certified check or bank draft payable to the order of Huntingdon County Commissioners, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.
A Performance and Payment Bond in an amount equal to 100% of the contract and issued by a corporate surety authorized to do business in the Commonwealth of Pennsylvania will be required to be furnished by the successful bidder.
Liquidated damages apply at the rate of $500.00 per calendar day. Proposals must be on the forms furnished by the Huntingdon County Commissioners.
Bids submitted for this project are subject to the Pennsylvania Prevailing Wage and related Acts for this project.
Compliance with Act 127 of 2012 requires all contractors and subcontractors to use e-Verify for verification of employment eligibility for all employees will be required. A verification form shall be provided to the Huntingdon County Commissioners as a precondition of being awarded a contract.
Bids may be held by the Commissioners for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The Commissioners reserve the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.


Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
