Solicitation # EM26-ASS01
The City of El Mirage is soliciting proposals under solicitation EM26-ASS01 for Arterial Street Sweeping Services to maintain roadway cleanliness and support stormwater quality goals. The contract consists of an initial three-year term with two optional one-year extensions. The selected contractor must provide all personnel, equipment, and supervision to perform sweeping on a four-week cycle for designated arterial roads, including gutters, medians, and intersections. Key operational requirements include a minimum of two dustless machine sweepers from 2009 or newer that comply with SCAQMD Rule 1186, a maximum sweeping speed of 8 mph, and a one-hour response time for emergency call-outs. The contractor is also required to maintain an office and dispatch center within the Phoenix Metropolitan area and provide a secure, internet-accessible Automatic Vehicle Location system for monitoring activities. Proposals must be submitted electronically via the City's eProcurement Portal by 8:00 am on October 13, 2026. Evaluation will be based on a points-based system, though the City may use interviews as the sole determining factor for final selection. Award may be made by individual line item, group, or as a total. Payment is based on the total number of centerline miles swept for regular services and actual hours spent for emergency call-outs, with electronic monthly invoicing required. To be eligible, offerors must provide certificates of insurance, valid Arizona licenses, and certification regarding debarment, suspension, and ineligibility. All sweepings must be disposed of according to county, state, and federal regulations without the use of temporary storage sites.

The Housing Authority of Monroe County and Hamilton Manor are seeking qualified developers to partner in the creation of an affordable housing development for elderly residents, issuing a Request for Qualifications through the PennBid platform. Proposals must be submitted electronically by the stated deadline of July 8th at noon, with all inquiries due by June 22nd at noon, and responses to questions will be distributed via public notice on PennBid. The solicitation targets experienced developers with a proven capacity to deliver senior-focused affordable housing, and all interested parties must access full documentation through PennBid at no cost. The evaluation process will assess submissions based on criteria outlined in Section 8, though the specific factors are not detailed in the available materials. Bidders must complete and submit a suite of mandatory certifications and affidavits, including representations under Form HUD 5369-a, a Non-Collusive Affidavit, a Certified Statement of Debarment, and the Form HUD-2530 Previous Participation Certificate, with late submissions of these documents risking bid nonresponsiveness. The contract incorporates the General Conditions of Contract for Construction (Form HUD 5370), which mandates compliance with labor standards under the Davis-Bacon Act for contracts exceeding $2,000, prohibits discrimination based on race, creed, color, religion, sex, national origin, familial status, or disability, and requires nonsegregated facilities for contracts over $10,000. The contract’s framework includes strict administrative and compliance requirements, including insurance standards as detailed on page 13 of Form HUD 5370, maintenance wage rates, and the requirement for contractors to certify they are not debarred from federal, state, or HUD programs. A Non-Collusive Affidavit is required for contracts exceeding $50,000, and bidders must affirm they have no organizational conflicts of interest. While the primary purpose is the development of new elderly housing, referenced materials include a separate ceiling repair contract under IFB 2025-04 at the Barnum, Kistler, and Lenox units, which outlines specific construction standards such as Type X gypsum board, Level 4 finish, and use of Type B slide-lead screws, though these are not directly applicable to the current RFQ. The selected developer will be notified by September 10th, and the project will proceed under the direct administration of the Housing Authority of Monroe County, with payment made in current funds and no change orders permitted except as explicitly
