REBID SPECIAL EVENT MANAGEMENT SERVICES

The City of Detroit Office of Contracting and Procurement, on behalf of the General Services Department Recreation Division, is soliciting proposals for a two-year professional services contract to provide recreation event vendor recruitment, programming, and management support. The period of performance for supported events is scheduled from October 17, 2026, to April 1, 2028. The scope of work includes the comprehensive management, staffing, and coordination of Spirit Plaza on a seven-day cycle, as well as the execution of various large and small-scale events such as the Easter Fun Festival, Fall Festival, Scare Festival, Palmer Park Bandshell programming, ribbon cuttings, and groundbreakings. Key responsibilities involve recruiting and managing talent and vendors, processing necessary permits and licenses, creating site maps, and responding to operational challenges within 24 to 48 hours. Proposals must be submitted via the EUNA Bonfire portal by September 25, 2026. To be considered responsive, respondents must provide a detailed solution approach, a respondent questionnaire, and all-inclusive pricing using the mandatory Excel bid form. The award process utilizes a point-based evaluation system where technical proposals are reviewed before cost proposals. Successful respondents must meet stringent compliance requirements, including providing three years of financial statements, a certificate of insurance, and notarized affidavits regarding non-collusion and political contributions. Additionally, the contractor must obtain City of Detroit Treasury Clearance and adhere to fair employment practices and the Davis-Bacon Act. Invoicing is managed through the City of Detroit Oracle Vendor Portal with standard NET 30 payment terms.
