Systemwide Signage and Wayfinding Master Plan
Solicitation # SP674-27
The Southern California Regional Rail Authority (Metrolink) is soliciting proposals under RFP SP674-27 for a Systemwide Signage and Wayfinding Master Plan. The project aims to establish a consistent, accessible, and scalable approach to customer information across 67 stations to improve the passenger journey, specifically in preparation for the 2028 Olympic and Paralympic Games. The scope of work is divided into three primary tasks: the development of a systemwide strategy and toolkit, the execution of implementation pilot case studies at five stations, and the delivery of a final Master Plan including a 30-day public review period. This is a Firm Fixed Price agreement with a base period of performance of 600 days, with the possibility of two additional two-year option extensions. Proposals are due by December 2, 2026, at 2:00 PM PT and must be submitted electronically via the designated solicitation portal. Award selection is based on best value, requiring a minimum technical score of 63 points to enter the competitive range before combining technical and price scores for final ranking. Evaluation criteria focus on project understanding, the methodology for the strategy and toolkit, the practicality of the pilot program, and the team's experience with transit wayfinding and ADA compliance. The contract mandates strict adherence to Disadvantaged Business Enterprise (DBE) participation goals per 49 CFR Part 26 and requires various certifications regarding non-discrimination, lobbying restrictions, and debarment. Consultants must comply with the Americans with Disabilities Act and California state laws regarding whistleblower protections and employment. Payment is processed monthly within 30 days of approval by the Project Manager, subject to audits conducted in accordance with Generally Accepted Accounting Practices.
