The contract focuses on supporting the implementation and meaningful use of electronic health record (EHR) technology as established under Title IV of Division B of the HITECH Act. It targets eligible professionals, hospitals, and critical access hospitals participating in Medicare and Medicaid EHR incentive programs. The primary goal is to promote EHR adoption by gathering extensive input from stakeholders—including hospitals, providers, policymakers, and Regional Extension Centers (RECs)—regarding current adoption rates, implementation experiences, and existing barriers. This process aims to create a comprehensive report summarizing these findings and provide actionable recommendations to overcome the challenges associated with EHR adoption. In addition to assessing barriers, the contract requires the development of strategies and tools designed to assist providers who have not yet adopted EHR systems, as well as facilitating their connection to RECs for support. A pilot study will be conducted in a specified area to evaluate the effectiveness of the engagement approach, followed by a detailed report of the pilot’s findings. The contract activities will be based in Baltimore, Maryland, and are managed by Scott D. Yeager. The initiative is part of the broader Recovery Act efforts to enhance healthcare quality through technological advancement and increased EHR utilization.
