AI Contract Overview

This award notice concerns a labor hour contract for financial auditor support under the American Recovery and Reinvestment Act. The project provides two full-time equivalents to support the DOE Richland Operations Office Financial Management Division and the Contractor Industrial Relations team. Due to the high complexity and unique nature of the requirements, which prevented accurate cost and duration estimates at the time of award, the government utilized a time-and-materials variation rather than a fixed-price contract. Eligibility for this opportunity was strictly limited to contractors holding existing GSA Schedule contracts under SIN category 520 7 for financial and performance audits, specifically under GSA contract GS23F0024U. The procurement was managed under solicitation RFQ3654470 and is designated as a recovery action.

RECOVERY ACTION: THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE CONTRACTORS WITH EXISTING GSA SCHEDULE CONTRACTS UNDER SIN CATEGORY 520 7, FINANCIAL AND PERFORMANCE AUDITS UNDER GSA CONTRACT GS23F0024U, DUNS #613647580. This is a labor hour contract a variation of a time-and-materials contract. This procurement was not awarded as a fixed-price contract because it was not possible at the time of award of the contract to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. The high degree of complexity and uniqueness of the requirement to the Government did not make a fixed-price contract suitable (FAR16.601(c)). This Task Order is for American Recovery and Reinvestment Act financial auditor support (2 FTEs) to the DOE Richland Operations Office Financial Management Division and Contractor Industrial Relations team.
