RECOVERY- AMERICAN RECOVERY AND INVESTMENT ACT

This contract is a firm fixed price task order under an indefinite delivery indefinite quantity (IDIQ) agreement, exclusively available to five awarded 8(a) contractors, including DMS/RMW Associates, JV, LLC. It focuses on conducting financial management oversight reviews related to the American Recovery and Reinvestment Act (ARRA) funds distributed by the Federal Transit Administration (FTA). The primary objective is to evaluate grantees' eligibility for ARRA funding and verify that the funds are used according to FTA guidelines and applicable cost principles. The scope of work includes comprehensive system reviews, follow-up tasks, cost allocation plan reviews, agreed-upon procedures, financial capacity assessments (excluding New Starts projects), and the updating of oversight manuals and seminar materials. Additional responsibilities cover delivering training on financial management oversight (FMO), preparing program reports, and handling special assignments as part of the oversight process. The contract is managed by the Department of Transportation’s Office of Acquisition Management, with performance located in Silver Spring, Maryland. Communication and coordination are facilitated through designated points of contact, with all activities designed to ensure responsible management and compliance in the administration of ARRA funds by grantees.
