RECOVERY� Backbone Services for the NOAA Research Network IN COMPLIANCE WITH THE TRANSPARENCY AND ACCOUNTABILITY REQUIREMENTS ASSOCIATED WITH THE SUPPLEMENTAL APPROPRIATIONS PROVIDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA), PUBLIC LAW 111-5, THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA), ACQUISITION AND GRANTS OFFICE (AGO), INTENDS TO ACQUIRE �Backbone Services for the NOAA Research Network�. THIS IS A SOURCES SOUGHT NOTIFICATION. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) is seeking IP services, static and dynamic optical circuits, and collocation services from a backbone network provider. The optical circuits will be part of the interconnecting backbone between the supercomputing facilities. Circuit �links� and equipment collocation are required to complete an optical path interconnecting two specific sites and are required at various phases of the NRN build driven by the necessity of the geographic location and the needs of the associated NOAA research institution. IP services are required to integrate NOAA research sites not directly connected to backbone endpoints. See the attached Statement of Work for specifications of the work to be performed. The Government is especially interested in responses from SBA certified small business concerns that are capable of performing the work described within this notice. NOAA shall execute a firm fixed price contract to the contract awardee with a demonstrated ability of provide the required services characteristics (below) with a base period and four option years.
