Full Description

RECOVERY: This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorized or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, sole source awards under the 8(a) Program. Per FAR 6.302-5, a Justification & Approval (J&A) is not required. In addition, pursuant to FAR 16.601(c), it has been determined that the use of time-and-material task orders is the most practical type of contract for this effort because of the indefinite extent of the work makes it impossible to estimate with any reasonable degree of confidence the scope or duration of the work or to anticipate costs. The time-and-material pricing arrangement provides for services on the basis of direct labor hours at fixed rates along with other direct costs, including travel, as required. Using Recovery Act funding, NOAA Eastern Region Acquisition Division awarded an 8(a) sole source, time-and-material, indefinite delivery, indefinite quantity (ID/IQ) contract to Tikigaq Technology Services, LLC, 2121 Abbott Rd., Anchorage, AK 99507. Solicitation EA1330-09-RQ-0829 was issued to them for contract administration support services for the NOAA Acquisition and Grants Office (AGO). The services being provided by the contractor include support for all phases of the acquisition life-cycle to include acquisition planning, requirements definition, solicitation development, evaluation, award, post-award management, and contract closeout as well as program analysis to comply with all oversight, tracking and reporting requirements of the American Recovery and Reinvestment Act of 2009.
