The U.S. Department of Labor (DOL), Job Corps intends to procure design-build services for ground mounted photovoltaic (PV) solar power system at the Westover Job Corps Center located in Chicopee, Massachusetts. The PV system will be constructed on an approximate 1.5 acre site. The extent of work will be described within the Scope of Work (SOW) which will be available on March 19, 2010 in the solicitation package. DOL will utilize a HUBZone Competition method of procurement. Upon issuance of the solicitation (RFP), all offerors must have their HUBZone certification. The period of performance will begin from receipt of the Notice to Proceed (NTP) and shall be completed within approximately 371 calendar days from receipt of NTP.
