The U.S. Fish and Wildlife Service's Contracting and General Services Office in Portland, Oregon, seeks 3 to 5 Engineering Project Managers to support engineering operations across Regions 1, 7, and 8. These managers will assist in overseeing design and construction projects funded through the American Recovery and Reinvestment Act, with an estimated performance period from July 2009 to September 2011. The roles will involve managing contracts and serving in capacities similar to Contracting Officer's Technical Representatives, ensuring proper administration and oversight of work carried out by private-sector architect/engineering firms and construction contractors. It is emphasized that all inherently government functions will remain the responsibility of the agency’s federal engineering staff. A competitive solicitation will be issued shortly through GSA Ebuy, with plans to award at least one task order through an existing GSA Schedule under the Construction Management category. The contract’s effective start date depends on award notification and completion of background checks and administrative requirements. The solicitation was posted in early June 2009 by the Department of the Interior’s Fish and Wildlife Service and reflects a critical initiative to manage ARRA projects efficiently while maintaining federal oversight in engineering and construction activities.
