The contract modification is a targeted update to the existing CMS Fiscal Intermediary Standard System (FISS) Maintainer contract held by Pinnacle Business Solutions, Inc., originally awarded in 2006. The purpose of this modification is to incorporate necessary system changes to support the Electronic Health Record (EHR) Incentive Program for Medicare Hospitals, as mandated by the American Recovery and Reinvestment Act of 2009. This program provides financial incentives to Acute Care Hospitals and Critical Access Hospitals that demonstrate meaningful use of certified EHR technology. The contract update specifically addresses enhancements to the data files submitted to the National Level Repository, including new instructions that were not part of earlier change requests. The solicitation, identified as "RECOVERY - FISS Electronic Health Payment," was posted in February 2011 and is limited exclusively to Pinnacle Business Solutions, reflecting a modification rather than a new competitive procurement. The place of performance is Baltimore, Maryland, and points of contact include designated CMS contract specialists and officers who oversee the contractual activities. This effort is essential for aligning the FISS system with ARRA requirements to ensure the successful implementation of EHR incentive payments within the Medicare hospital setting.
