RECOVERY: THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. This contract will be funded through the American Recovery and Reinvestment Act of 2009. The National Institute of Standards and Technology (NIST) Acquisition Management Division awarded a Time and Material Contract to Booz Allen Hamilton, Inc. for technical consulting services for Project Management Services. The Contractor must provide Project Management procedures and reporting templates that will facilitate communication across internal projects within NIST and also external organizations. The Contractor shall identify effective outreach methods and create audience-specific (NIST Management, Standard Development Organizations (SDOs), and Healthcare Groups) collateral material for distribution. A Firm-Fixed price contract award cannot be made at this time, because the cost associated with performing the effort and the full parameters required to support NIST are not defined. Therefore, a time and material type contract was chosen as the best fit for this requirement. The contract is awarded for a Base and One (1) Option Year. The Base Year award amount is $466,055.49. The Option Year award amount is $483,725.39. The total contract amount is $949,780.88.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
