An administrative modification has been made to Contract No. AG-3K15-C-10-0017, originally awarded on a sole-source basis to Bailey Edward Design, Inc. of Chicago, IL. This contract, funded under the American Recovery and Reinvestment Act of 2009, involves architect and engineering services for construction administration necessary to replace the electrical systems in low containment animal facilities in Buildings 3 and 4 located in Ames, Iowa. The sole-source award was justified under statutory authority due to the specialized nature of the design work, which was initially performed by a professional engineer employed by Bailey Edward. This ensures continuity and accountability, as Bailey Edward assumes liability for the design documents originally prepared and approved by their engineer. The modification primarily corrects the award amount, ensuring the contract reflects accurate financial terms. Maintaining a single source for design liability is essential to address any corrections, revisions, or additions to the engineering documents in a consistent manner by the company responsible for the original sealed documents. The point of contact for this contract is Contracting Officer Jennifer M. Friel, reachable via email or phone. The contract relates to NAICS code 541330, which pertains to architectural and engineering services. The work is to be performed in Ames, Iowa, under strict oversight to comply with the funding requirements of the Recovery Act.
