The U.S. Department of Agriculture’s Agricultural Research Service intends to award a sole-source contract to Delta Engineers, P.C., based in Binghamton, NY, for architect-engineering construction management services related to their previously completed designs. These designs cover three key projects at the USDA Human Nutrition Research Center on Aging in Boston, MA: replacement of an air conditioning chiller, a 10,000-gallon underground storage tank, and an emergency generator. The contract specifically focuses on construction administration and oversight during the construction phase to ensure adherence to the original engineering plans. Because the original designs were prepared, signed, and sealed by a professional engineer from Delta Engineers, P.C., the firm retains liability for the project. Therefore, any necessary modifications or corrections during construction must be handled by the original engineer or a qualified company representative to maintain continuity and accountability. The anticipated award date is approximately 15 days from the notice issuance, and this notice serves as an announcement of intent rather than a solicitation for competitive proposals. Although other interested parties may express their interest and provide documentation demonstrating their ability to meet the requirements, the decision to open the contract for competition rests solely with the government. The focus is on maintaining a single source responsible for project design corrections and construction oversight to streamline liability and ensure consistency in project execution. The contract falls under NAICS code 541330 and involves services performed at the USDA facility in Boston, MA. The designated points of contact are available for further information regarding the procurement process.
