The Environmental Protection Agency is issuing a work assignment amendment under existing contract EP-W-08-073 to obligate an additional 52,390 dollars in Recovery funding. This funding is designated for a Tier II Site Assessment at the former Starvin Marvin Service Station, located at the intersection of US Hwy 93 and North Main Avenue in Saint Ignatius, Montana, within the Flathead Indian Reservation. The scope of work includes conducting up to eight soil borings near former underground storage tanks and building drain locations to characterize the site according to EPA Region 8 Risk-Based Guidelines, as well as reviewing previous work performed at the location. This opportunity was restricted to the current USEPA Region 8 contractor and utilizes funding from the American Recovery and Reinvestment Act. While the Act generally encourages fixed-price contracts through competitive procedures, the agency determined that using existing Office of Underground Storage Tank contracts was the most prudent and efficient method to meet time constraints and project goals. The project falls under NAICS code 238910 and is managed by the Headquarters Acquisition Division.

THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY WAS AVAILABLE ONLY TO THE USEPA REGION 8 CONTRACTOR UNDER CONTRACT EP-W-08-073. REQUESTS AND/OR INQUIRIES WILL NOT BE ADDRESSED. IT IS THE INTENT OF THE USEPA TO APPROVE A WORK ASSIGNMENT UNDER AN EXISTING CONTRACT. The purpose of this announcement is to proclaim that the Work Assignment Amendment is to obligate an additional $52,390 in Recovery funding to perform this requirement at the site where the contractor will conduct a Tier II Site Assessment consisting of up to eight soil borings, near former UST and former building drain locations, to characterize the site in accordance with EPA Region 8 Risk-Based Guidelines. The contractor shall also review previous work performed at this site. Site is Former Starvin Marvin Service Station and is located at the intersection of US Hwy 93 and North Main Avenue in St. Ignatius, Montana, within the Flathead Indian Reservation. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using appropriated funds from the Act, including the need for acquisitions to be in accordance with the FAR and, to the maximum extent practicable, awarded as fixed-price (FP) contracts using competitive procedures. However, the Office of Management and Budget's guidance allows for the use of other than FP contracts. Although the Agency's Office of Underground Storage Tank (OUST) contracts were not awarded as FP contracts, each contract structure was selected to provide the contractor with the greatest incentive for efficient and economical performance, given the types of services to be performed. The existing OUST contracts have sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, existing OUST contracts are the most appropriate contractual vehicles consistent with Agency plans that promote the goals of the ARRA.
