The Environmental Protection Agency is obligating 116,087 dollars in Recovery funding through a Work Assignment Amendment under existing contract EP-W-08-073 for the Pine Ridge Oil LUST site in Pine Ridge, South Dakota. This project focuses on the review of previous work, groundwater monitoring and sampling, and the evaluation, operation, and maintenance of the on-site remediation system. The ultimate goal is to provide recommendations that align with EPA Region 8 Risk-Based guidelines based on the collected groundwater data. This opportunity was restricted to an existing EPA Region 8 contractor to ensure efficiency and adherence to the time constraints of the American Recovery and Reinvestment Act. While the Act generally prefers fixed-price contracts, the agency utilized existing Office of Underground Storage Tank contracts to leverage qualified personnel and established oversight mechanisms. This notice serves as an informational announcement of the award and does not accept new inquiries or requests.

THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY WAS AVAILABLE ONLY TO THE USEPA REGION 8 CONTRACTOR UNDER CONTRACT EP-W-08-073. REQUESTS AND/OR INQUIRIES WILL NOT BE ADDRESSED. IT IS THE INTENT OF THE USEPA TO APPROVE A WORK ASSIGNMENT UNDER AN EXISTING CONTRACT. The purpose of this announcement is to proclaim that the Work Assignment Amendment is to obligate a total of $116,087 in Recovery funding to perform this requirement at the site. The purpose of this Work Assignment is to conduct a review previous work performed, conduct groundwater monitoring, perform groundwater sampling, evaluation of the current on-site remediation system, and the operation and maintenance of remedial system. Based on the results of the groundwater monitoring and sampling event, make recommendations to meet EPA Region 8's Risk-Based guidelines. This work will be done at the Pine Ridge Oil LUST site, located on the Pine Ridge Reservation in Pine Ridge, South Dakota. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using appropriated funds from the Act, including the need for acquisitions to be in accordance with the FAR and, to the maximum extent practicable, awarded as fixed-price (FP) contracts using competitive procedures. However, the Office of Management and Budget's guidance allows for the use of other than FP contracts. Although the Agency's Office of Underground Storage Tank (OUST) contracts were not awarded as FP contracts, each contract structure was selected to provide the contractor with the greatest incentive for efficient and economical performance, given the types of services to be performed. The existing OUST contracts have sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, existing OUST contracts are the most appropriate contractual vehicles consistent with Agency plans that promote the goals of the ARRA. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY THIS REQUIREMENT IS TO BE AWARDED TO AN EXISTING EPA CONTRACTHOLDER. REQUESTS AND/OR INQUIRIES WILL NOT BE ANSWERED.
