This contract involves the rehabilitation of vegetated infiltration basins and support facilities at Washington's Headquarters Area as part of Phase 3 under the American Recovery and Reinvestment Act (ARRA) of 2009. The project focuses on addressing the failure of existing stormwater facilities designed to manage runoff through five retention basins, which are currently retaining water instead of functioning properly. The scope includes constructing a new parking area, restrooms, accessible walkways, and vegetated stormwater infiltration beds designed to blend into the hillside and maintain visual insignificance once vegetation is established. The objective is to diagnose the causes of the stormwater facility failures and implement effective rehabilitation measures to restore the pre-development hydrology of the site, considering factors like temperature, flow rate, volume, and duration. This is a sole source 8(a) set-aside contract awarded exclusively to Cutting Edge Group, LLC, under a partnership agreement between the Department of the Interior and the Small Business Administration, and is not subject to competitive bidding. The estimated contract value ranges from $500,000 to $750,000, with a performance period of 180 days. The contract falls under NAICS code 237990, and the Department of the Interior’s contracting office in Denver, Colorado, administered by Contracting Officer Darrin Knapp, is overseeing the project. This notification is provided for informational purposes required under ARRA reporting and compliance guidelines.
