RECOVERY - Modification 01 awarded under Task Order 0003 for additional work under the Efficient Small Scale Propulsion (ESSP) Core Engine Demonstrator Design and Risk Reduction which obligates Recovery Act funding. Task Order 0003 was awarded on 29 May 2009 and funded entirely with Recovery Act funding. The additional work supports the design (small turboshaft testbed engine), component risk reduction (turboshaft testbed component), and hardware fabrication (risk reduction testbed engine) of the ESSP. The contract was solicited and awarded competitively using competitive procedures which resulted in award of 15 contracts. This contract action was not awarded as a fixed price contract type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded per FAR 16.301-2.
