The Department of Defense, through the U.S. Army Corps of Engineers St. Paul District, awarded contract W912ES-09-R-0025 for navigation improvements at Lock and Dam 3 on the Mississippi River. This project was executed as a two-step design-build procurement utilizing a firm-fixed price award based on best value, with an estimated price range between 25 million and 100 million dollars. The primary scope of work focuses on enhancing navigation safety and strengthening embankments to prevent the accidental drawdown of Pool 3. Key technical requirements include the construction of a lock guide wall extension, the dredging of 150,000 cubic yards of material, and various channel modifications.
The procurement process involved a rigorous qualification phase to shortlist design-build teams, followed by a detailed request for proposals. Technical specifications were supported by conceptual drawings, real estate plans, and hydrological data, including river stage hydrographs and historical navigation season information. The contract also mandated adherence to specific site security requirements, such as the Transportation Worker Identity Card, and compliance with Davis-Bacon Act wage decisions for dredging and heavy work across Illinois, Minnesota, and Wisconsin.
