A firm other than Andrews & Anderson would have a difficult time getting up to speed on the investigations, analyses, and conclusions made to date on this unusual and highly technical project. Bringing in another firm would surely cost the Federal Government more money and more time and would jeopardize awarding this ARRA project by the end of fiscal year 2010.
