Fleet Logistics Center San Diego plans to issue a sole source purchase order under FAR Parts 12 and 13.5 for various Bagit recycling products, including racks and bags in multiple colors and custom logos, from The Bag Connection & Bagit System, the sole manufacturer of these proprietary parts. The order specifies quantities such as 1200 two-bag Bagit racks, 350 one-bag racks, and thousands of original Bagit bags with specific part numbers. These items are urgently needed for existing recycling collection at the Naval Region Southwest Installation. The justification for a sole source procurement is based on the unique compatibility and proprietary nature of the parts, making competition unavailable per FAR 6.302-1. The solicitation number is N00244-11-T-0564, with a deadline for quotations at noon Pacific Time on September 8, 2011. Although this is a sole source request, all submissions received by the closing date will be considered, and the Government maintains discretion on whether to proceed without competition. The contract is governed by incorporated Federal Acquisition Regulation provisions as current through Federal Acquisition Circular 14, and commercial acquisition procedures apply. The point of contact for inquiries is Scottish T. Murphy at Fleet Logistics Center San Diego. This procurement supports ongoing recycling efforts and ensures continuity in operations by specifying the original manufacturer for the required commercial items.
