The purpose of this amendment is to attach a Q&A to provide answers to inquiries by contractors and to amend the solicitation under "Specific Requirements" as follows: 1. A disposal rate for gross tonnage of non-recyclable materials (wood and debris) shall be quoted. 2. A copy of the index used for the type of scrap metal picked up, as shown in scrapregister.com and/or kitcometals.com, shall be included with each payment to NIST. 3. Steel is hereby removed from the list of Non Ferrous metals. 4. NIST will be loading the initial load of scrap metal into contractor provided containers, but will not be separating the steel from other metals. The separation of the scrap will be the responsibility of the contractor. 5. Wood and other non-recyclable materials included in the containers shall be hauled away and disposed of by the contractor. The contractor shall report the weights and disposal costs of non-recyclable materials placed in the containers. 6. NIST will be responsible for the following: a. Providing a location(s) for scrap metal roll-off containers; b. Informing the contractor when a scrap metal pick-up is required; and c. Ensuring that contractors have access to locked and fenced areas as necessary for scrap metal pick-ups and container drop-offs. d. NIST will maintain a clear way from the gates of the yard to the approved locations for the containers.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
