The Department of Veterans Affairs, National Cemetery Administration, plans to award a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract for the procurement and delivery of bulk landscape materials—specifically Franklin Red Crushed Granite Rock and Aggregate Course Screening Grey Rock—at Fort Bliss National Cemetery in El Paso, Texas. This contract is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 212319. The estimated contract period includes a base year plus four one-year option periods. Deliveries must adhere to strict specifications for material quality and gradation as detailed in ASTM standards, ensuring the rock is hard, angular, clean, and free from deleterious substances. Minimum and maximum annual quantities are defined for each material type, and all deliveries require certified weight tickets. Contract performance demands that the contractor provide all labor, supervision, transportation, and equipment necessary to meet delivery schedules, which are limited to Monday through Friday, 8:00 AM to 3:00 PM, with materials delivered through the cemetery’s maintenance gate. Dump trucks between 10 to 16 cubic yards are specified due to size restrictions on delivery routes, and the contractor must comply with site-specific requirements including daily cleanup, damage prevention, and no overnight material storage. Coordination with the Contracting Officer’s Representative (COR) is mandatory for delivery scheduling and routing. The solicitation and any associated amendments will be issued electronically via SAM.gov, placing the responsibility on contractors to monitor for updates. Additionally, all contractors must maintain active registration in SAM to participate. While detailed evaluation criteria and pricing terms will be provided in the forthcoming solicitation, the presolicitation documents emphasize adherence to product specifications, timely delivery, and compliance with the SDVOSB set-aside requirements.
