Redding Oasis Center

The Redding Oasis Center project, approved by the City of Redding on August 25, 2026, involves Amendment Application AMND-2025-00266 and Parcel Map Application PM-2025-00991. The scope includes reconfiguring 36.5 acres into nine parcels to facilitate a regional commercial center across eight parcels totaling 14.52 acres. This development will feature retail spaces, hotels, drive-through food establishments, and a convenience gas mart. Additionally, the project requires the realignment of Twin View Boulevard to connect with Oasis Court. The project is located across multiple addresses on Twin View Boulevard and Oasis Road in Redding, California. The project is subject to strict environmental compliance and mitigation requirements. A qualified biologist must conduct various protocol-level surveys for special-status plant species, burrowing owls, nesting raptors, and Crotch's Bumble Bee. Specific timing restrictions are in place for vegetation removal and construction to protect monarch butterflies and other wildlife, with mandatory preconstruction surveys and the establishment of non-disturbance buffers where active nests are identified. Necessary agency clearances include a Section 404 Permit from the U.S. Army Corps of Engineers and a Section 1603 Agreement from the California Department of Fish and Wildlife.
