AI Contract Overview
The United States Census Bureau intends to award a sole source Firm Fixed Price Purchase Order to Redwood Software International, Inc. for the continued provision of Redwood RunMyJobs On-Premises Software and associated Maintenance Subscription services across a three-year period consisting of a base period and two consecutive 12-month option periods, running from April 1, 2026, through March 31, 2029. This acquisition is authorized under RFO FAR 6.103-1, justifying non-competitive procurement based on the unique capabilities of the vendor. All interested parties are invited to submit a written Capability Statement no later than 10:00 a.m. Eastern Time on May 26, 2026, to determine whether competitive procedures should be pursued, though the Government retains sole discretion over the decision not to compete. Contractual obligations include strict compliance with Section 508 of the Rehabilitation Act, requiring all software deliverables to conform to WCAG 2.0 Level A and AA standards, complete with Accessibility Conformance Reports using the VPAT v2.0+ template. Performance will be evaluated for best value through comparison against the Independent Government Cost Estimate and prior pricing, not on a lowest price technically acceptable basis. The place of performance is designated as Suitland, Maryland, with acceptance inspections conducted by the Technical Point of Contact, Talaya C. Johnson. All contractor personnel must undergo Personal Identity Verification (PIV) under HSPD-12, and those holding active security clearances are exempt from E-Verify. The contract incorporates numerous FAR clauses addressing ethics, whistleblower rights, anti-trafficking, cybersecurity prohibitions including restrictions on covered telecommunications equipment under Section 889 of the NDAA, and subcontractor flow-down requirements. Invoicing must be submitted exclusively through the Invoice Processing Platform (IPP), and submissions for capability statements must be emailed in Microsoft Office formats to designated government points of contact, with no telephonic or mailed submissions accepted. The Unique Entity Identifier and CAGE code are mandatory for offeror registration, and representations regarding small business status, federal tax delinquency, and prior misconduct must be certified through SAM. Pricing details remain “To Be Quoted,” and no contract value is specified at this stage.
