Redwood Toxicology — Drugs of abuse testing products and laboratory services

Master Agreement 101425 is a cooperative purchasing contract between Sourcewell, a Minnesota service cooperative, and Redwood Toxicology Laboratory, Inc. The agreement provides laboratory and toxicology testing, screening services, and related products to eligible public agencies, including governmental, educational, nonprofit, and tribal entities across the United States and Canada. The contract is effective for a base term of four years, starting December 1, 2025, and ending November 30, 2029, with the possibility of three one-year extensions for a maximum total term of seven years. The estimated total contract value ranges from 80 million to 140 million dollars, based on an annual estimated volume of 20 million dollars. The scope of work includes the delivery of fully operational testing equipment and products, as well as professional laboratory services. Specimens are shipped via FedEx or UPS to the Redwood Toxicology Laboratory in Santa Rosa, California, where they undergo inspection and acceptance based on FDA regulations, DOT and SAMHSA guidelines, and LIMS documentation standards. The award was determined through a trade-off process evaluating pricing, the depth and breadth of solutions, delivery capabilities, marketing plans, value-added attributes, and financial viability. Because the agreement may involve U.S. federal funds, the supplier must comply with various federal mandates, including the Buy American Act, the Clean Air Act, the Federal Water Pollution Control Act, and strict record retention and anti-lobbying requirements.
