AI Contract Overview
The National Institutes of Health Clinical Center, on behalf of the Department of Transfusion Medicine, intends to award a sole-source, firm-fixed-price contract to Rees Scientific for the procurement and installation of environmental monitoring probes and transmitters. This acquisition is necessary to address deficiencies identified during a Centers for Medicare and Medicaid Services inspection and ensure regulatory compliance for the Human Leukocyte Antigen section. The equipment will monitor critical conditions such as room temperature, humidity, and storage units to maintain the safety and integrity of patient care and blood product manufacturing. Rees Scientific is identified as the sole source due to the proprietary nature of the existing monitoring system, which requires compatible hardware for expansion. While this is not a request for competitive quotations, the government is accepting capability statements from other responsible sources until September 20, 2026. Interested parties must provide documentation proving full compatibility with the current system and reference acquisition number 26-007333 in their submission to Shasheshe Goolsby.

Full Description
The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts, on behalf of the Department of Transfusion Medicine (DTM), intends to award a firm-fixed-price order on a sole-source basis to Rees Scientific, 1007 Whitehead Road Extension, Trenton, NJ 08638.
The purpose of this acquisition is to procure and install environmental monitoring probes and transmitters for the Human Leukocyte Antigen (HLA) section within the NIH Clinical Center, Department of Transfusion Medicine. The equipment is required to correct environmental monitoring deficiencies identified during a recent Centers for Medicare & Medicaid Services (CMS) inspection and to ensure continued compliance with applicable regulatory requirements.
The Department of Transfusion Medicine currently utilizes a proprietary Rees Scientific environmental monitoring system to monitor critical environmental conditions, including room temperature, humidity, refrigerators, and freezers. Rees Scientific is the sole-source provider of the compatible probes and transmitters required to expand the existing system.
The required probes, transmitters, and associated installation must be fully compatible with the existing Rees Scientific proprietary environmental monitoring system. These instruments are used to monitor regulated laboratory spaces supporting patient care, blood product manufacturing, and clinical laboratory diagnostic activities. Proper environmental monitoring is essential to maintaining the safety, quality, and integrity of these operations.
The Government has determined that Rees Scientific is uniquely qualified to provide the required proprietary equipment and installation. No other known source can provide equipment that meets the Government's requirements for compatibility with the existing proprietary Rees Scientific system.
This notice is not a request for competitive quotations and no solicitation will be issued. However, all responsible sources that believe they can provide equipment and services meeting the Government's requirements may submit a capability statement demonstrating their ability to satisfy the requirement.
Capability statements must provide sufficient documentation demonstrating that the proposed products are fully compatible with the NIH Clinical Center's existing Rees Scientific environmental monitoring system and can satisfy all applicable technical and regulatory requirements.
Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. A determination not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
Responses shall reference Acquisition Number 26-007333 and include the respondent's business name, Unique Entity ID (UEI), point of contact, telephone number, email address, business size, and sufficient technical information demonstrating the firm's capability to meet the Government's requirement.
Please email your capability statements only to shasheshe.goolsby@nih.gov by 6:30AM 09/20/2026.
