Description(s): This notice is issued in accordance with Federal Acquisition Regulation (FAR) section 5.201 to notify the public of a proposed contract action. Introduction: The U.S. Agency for Global Media (USAGM) intends to contract by means of other than full and open competition and enter into a sole source contract with Refinitiv, 3 Times Square, New York, NY The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 3304(a)(1), which is implemented at FAR 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source - and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." Description of the Requirement: The Contractor shall provide a primary delivery system of the supplied financial and business news services as well as a backup delivery system of the supplied service via the Internet. The Financial and Risk Business of Thomson Reuters is now known as Refinitiv. Eikon, a product of Refinitiv, is utilized. to monitor and analyze financial information from the Reuters Wire Service in addition to market data, general business news and messaging tools. The platform, which must be multimedia accessible, also collects and analyses social media sources for financial forecasting. Thomson Reuters, the world's largest international news agency, is a leading provider of real-time multimedia news and information se ices to newspaper, television and cable networks, radio stations and websites around the world. This notice of intent is not a request for capability statements or competitive proposals. However, all capability statements received within five (10) business days of the issuance of this notice may be considered by the agency. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this procurement based on responses to this notice is solely at the discretion of the Government. No telephone responses of an interested firm's statements of interest or capabilities will be accepted by the USAGM for this notice.
