The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2019-02. The North American Industry Classification (NAICS) Code is 334519 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Modulim/ Modulated Imaging of Irvine, California the following: 1. Reflect RS Imaging Device, MI-Acquire - Quantity (1) EA 2. Instrument Cart and Operating Table - Quantity (1) EA 3. MI-VIS Visualization Software License - Quantity (1) EA 4. ClarifiTM Imaging Extended Warranty: 2 Years- Quantity (1) EA The Clarifi is a commercialized diagnostic medical device that uses spatial frequency domain imaging (SFDI). SPDI, a non-contract near infrared imaging method will be one of the core modalites the lab utilize for imaging of tissue structure and metabolism. This technology allows for fast, quantitative determination of the optical properties and vivo concentrations of tissue chromophores close to the surface over a wide field-of-view. Specifically, SFDI can rapidly provide two-dimensional image maps of oxy and deoxy hemoglobin, total hemoglobin, tissue oxygen saturation and absorption and scattering coefficients. Modulim's Reflect Rs is a similarly proprietary SFDI instrument with greater versatility for benchtop research. This system provides greater control over wavelength and spatial frequency selection at a cost of speed, size and ease of use. Both the research and clinical systems are necessary to fully meet the lab's goals. The Reflect RS will allow the lab to experiment with advancing the technology in the lab while the Clarifi will be quickly developed for clinical studies. The SFDI is Modulim's proprietary technique and Modulim/Modulated Imaging is the only source and distributor of these products. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302.
