Solicitation # W9115126QA063
Solicitation W9115126QA063 is a Firm-Fixed-Price supply and installation contract issued by the W6QM MICC-FDO Fort Hood for the White Sands Missile Range Information Systems Facility. The project requires the procurement and installation of the VERTIV NetSure DC Power System, a modular and scalable -48 VDC infrastructure supporting power requirements from 1,000 to 16,000 amps. This specific brand is mandated to ensure compatibility with the USACE Basis of Design and existing AC/DC electrical infrastructure, as substitutions would necessitate costly redesigns of the facility layout and data center containment systems. The scope includes the delivery of NetSure 8200 Power Systems, combination bays, AC cabinets, and related components, as well as the mounting of equipment to the floor and the performance of internal operation test and turn-up. The contract is a total small business set-aside under NAICS code 335311. Deliveries are specified as F.o.b. Destination to the White Sands Missile Range in New Mexico, with a final delivery deadline of November 16, 2026. Offerors must be Vertiv or a verified authorized vendor and are required to use the Wide Area WorkFlow system for electronic invoicing. Evaluation of offers will consider Buy American and Balance of Payments policies. Key administrative requirements include compliance with DFARS cybersecurity and telecommunications restrictions, as well as the submission of CAGE codes and Unique Entity Identifiers.

The contract pertains to the refurbishment of one Eaton Cutler Hammer 150VCP-W50C vacuum circuit breaker with serial number 03084859 for use at the Lookout Point Dam in Lowell, Oregon. The work requires complete replacement of vacuum interrupters with new poles bearing new serial numbers, followed by rigorous testing and calibration in strict accordance with Eaton’s original manufacturer instructions, specifically I.B. 32-255-1G, and ANSI/IEEE C37.09 test procedures. The contractor must perform insulation resistance, contact resistance, timing, and over-potential tests, and submit a formal report certifying that the breaker meets Eaton’s performance specifications and is safe for operational use. The refurbishment must be conducted at the contractor’s facility, with the contractor responsible for all shipping costs to and from the facility, while the government assumes no liability for damage or loss during transit. Delivery of the refurbished breaker must occur F.O.B. to Lookout Point Dam during specified hours of 7 a.m. to 4 p.m., Monday through Thursday only. This is a firm-fixed-price supply contract issued as a Request for Quotation under the simplified acquisition procedures for commercial items, and is restricted to small businesses as a Total Small Business Set-Aside under FAR 19.5 with NAICS code 335311. Offers must be submitted via email no later than June 22, 2026, at 12:00 p.m. PST, using the SF 1449 form with specific blocks completed and signed. Each proposal must include the contractor’s UEI number, CAGE code, point of contact details, payment terms, lead time, and expiration date of the offer. Crucially, submission of specification sheets and information brochures demonstrating technical capability to perform the refurbishment is mandatory; failure to provide sufficient documentation to prove compliance with requirements will render the proposal unresponsive. The government will not accept fax or oral submissions, and no late offers will be considered. Any clarifications must be requested by June 12, 2026, at 2:00 p.m. PT, directed to the designated contracting officer.
