The U.S. Army Corps of Engineers, San Francisco District, is conducting market research through a Sources Sought Request for Information (RFI) to gather industry interest and capabilities for refuse and recycling collection services at Coyote Valley Dam and Lake Mendocino near Ukiah, California. This RFI is not a solicitation for proposals and no contract will be awarded from it; rather, it aims to assist in acquisition planning and assess the availability of qualified small businesses, including those classified under various socio-economic categories. The anticipated service contract involves the provision, maintenance, and routine emptying of refuse and recycling containers, transportation, and proper disposal of collected materials in compliance with federal, state, and local regulations. The contract is expected to be firm fixed price for a base year plus four option years, with planned solicitation advertisement around late May 2026. The contractor must supply all personnel, equipment, and materials required to manage solid waste services effectively, including emergency collection when needed to maintain public health and safety. Key requirements include furnishing approximately 19 refuse dumpsters, 4 recycling containers, and one 20-yard roll-off container, with collection schedules varying seasonally. Interested firms are requested to submit capability statements by May 20, 2026, detailing their interest, small business status, relevant experience, and resources to perform the contract. Responses will help determine acquisition strategy, including potential set-aside decisions, though respondents will not be notified of evaluation results. The government stresses full compliance with submission requirements to be considered in their market analysis.
