Full Description
Notice is hereby given that the City of St. Charles will receive sealed proposals at City Hall, Engineering Department, 200 North Second Street, St. Charles, Missouri until 2:00 p.m. local time, on October 8, 2026, at which time all bids for the Regency Parkway Reconstruction will be publicly opened and read.
The Regency Parkway Reconstruction Project generally consists of demolition and removal of the existing roadway, sidewalks, and curbs, the construction of new integral curb with new concrete roadway pavement, storm improvements, sidewalks, driveways, a mid-block crossing with RRFB and street lighting throughout the improved roadway corridor along Regency Parkway between Zumbehl Road and Veterans Memorial Parkway.
The bid proposal shall be made on a form of proposal provided in the specifications and delivered in a sealed envelope clearly marked on the outside Bid No. 4851 to the Engineering Department on or before the time specified above. No facsimiles will be accepted. The proposal shall be accompanied by a bid bond, certified check, or cashier's check of a bank or trust company in St. Charles County, City of St. Charles, St. Louis County, or in the City of St. Louis for an amount not less than five (5%) percent of the bid amount. The amount of the check shall be forfeited to the City if the bidder neglects or refuses to enter into a contract or to furnish bond after their proposal has been accepted.
The City reserves the right to reject any and all bids, offers, or proposals submitted, or to advertise for new bids with the MoDOT’s concurrence. The City reserves the right to defer the acceptance of any proposal and the execution of a contract for a period not exceeding one hundred twenty (120) days after the date of opening of the bids. The successful bidder to whom the contract has been awarded shall sign the contract and performance bond and other required certificates in triplicate and return the signed documents within fifteen (15) days after the date of their receipt.
The City of St. Charles hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.

All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the Missouri Standard Specifications for Highway Construction, 2026 Edition, including all revisions. The contractor questionnaire must be on file 7 days prior to bid opening.

Missouri Law, 292.675 RSMO, requires any awarded contractor and its subcontractor(s) to provide a ten-hour Occupational Safety and Health Administration (OSHA) Construction Safety Program (or a similar program approved by the Missouri Department of Labor and Industrial Relations as a qualified substitute) for their on-site employees (laborers, workmen, drivers, equipment operators, and craftsmen) who have not previously completed such a program and are directly engaged in actual construction of the improvement (or working at a nearby or adjacent facility used for construction of the improvement). The awarded contractor and its subcontractor(s) shall require all such employees to complete this ten-hour program, pursuant to 292.675 RSMO, unless they hold documentation on their prior completion of said program. Penalties, for Non-Compliance include contractor forfeiture to the Contracting Authority in the amount of $2,500, plus $100 per contractor and subcontractor employee for each calendar day such employee is employed beyond the elapsed time period for required program completion under 292.675 RSMO.
The successful bidder and contractor will be furnished, without cost, not more than three (3) sets of plans and specifications for the project. If more are requested, additional sets will be furnished at a nominal charge. Any plans and specifications required for permits by a municipality or other public agency will be furnished by the City.
