REGION 6 AIR FILTER REPLACEMENT

The Department of Public Safety of Texas is seeking qualified contractors through an Invitation for Bids to provide HVAC filter replacement services across the Waco, Austin, and San Antonio regions under a five-year blanket contract running from September 1, 2026, through August 31, 2031, with an option for a six-month extension to facilitate transition or recompetition. Bids must be submitted via the DPS Online Bid Room or designated email by 5:00 p.m. Central Time on June 24, 2026, and must strictly adhere to formatting guidelines, including sans serif 12-point font on 8.5x11-inch paper, pagination, electronic bookmarks, and inclusion of all required forms such as the Information and Certifications Form, W-9, AP-152, Direct Deposit Authorization, and signed solicitation pages. Proposals must include pricing via the Mandatory Pricing Schedule, which encompasses all costs, fees, and expenses, with no minimum compensation guaranteed. The award will be based on best value under Texas Government Code § 2156.007, with past performance, financial capability, and technical competency serving as mandatory pass/fail gates; bidders with a history of nonperformance, unresolved corrective actions, or low vendor ratings will be disqualified. Contractors must furnish labor and equipment, verify system specifications, perform services Monday through Friday between 6:30 a.m. and 5:00 p.m., and ensure all materials are new, UL-listed, and not prototype, reconditioned, or discontinued. Compliance with the Uniform Mechanical Code, International Mechanical Code, and Texas Department of Licensing and Regulation standards is required, and used or substandard materials will be rejected. Payment is governed by the Texas Prompt Payment Act, with preference for electronic funds transfer, and may be withheld for noncompliance with reporting, background checks, or security requirements. Personnel must pass a fingerprint-based criminal history background investigation at the contractor’s expense within 30 days of award; failure to clear all staff will result in automatic cancellation.
