The Regional Transportation Commission of Southern Nevada (RTC) is seeking qualified firms through a formal Request for Statement of Qualifications to develop a comprehensive safety action plan that supplements the existing "Blue Book," which contains the Uniform Standard Drawings and Specifications for Public Works Construction of Off-Site Improvements in Clark County. This new document, envisioned as a living and adaptable Design Criteria Manual, will focus exclusively on roadway design principles, practices, and concepts to enhance safety standards for all users. Separating the design criteria from the construction specifications aims to facilitate easier updates and modifications, ensuring that roadway safety practices remain current with emerging data, research, and industry standards. Funding for this project is provided by federal sources, requiring proposers to submit relevant Federal Conditions forms as part of their response. The solicitation emphasizes compliance with Title VI of the Civil Rights Act, affirming that all qualified disadvantaged business enterprises will have equal opportunity to bid and participate without discrimination based on race, color, or national origin. The contract, with an estimated value between $500,000 and $2,000,000, is managed by Sonia Campbell, and proposals are due by October 31, 2024. The project aims to improve roadway safety design standards in Nevada, supporting the RTC’s broader infrastructure and safety initiatives.

Full Description

The Regional Transportation Commission of Southern Nevada (RTC) maintains the Uniform Standard Drawings and Specifications for Public Works Construction of Off-Site Improvements, Clark County Area. Collectively referred to as “The Blue Book,” the drawings and specifications provide the basis for off-site construction in Southern Nevada.   It is the intent of this formal Request for Statement of Qualifications (RFSOQ) to receive proposals from qualified Prospective Proponents and select a qualified firm to develop a safety action plan to include a third document that would supplement the Blue Book and give roadway designers access to the best concepts, practices and design principles to ensure roadways are built to the highest standard of safety for all users.   It is envisioned that the Design Criteria Manual would be a living document that is readily adaptable to new data, research, and experience from academic, government, and industry roadway safety advocates and practitioners. Having a third document that is separate from the existing standard construction drawings and specifications would be advantageous because its focus would be on the design side of project delivery rather than on the construction side. Currently, design criteria is mixed into the standard drawings and is consequently difficult to modify because it requires modifications to the drawings that are used by contractors. By separating the design criteria from the construction drawings, the two documents can be used and modified independently.
FEDERAL FUNDS: This project is being funded with federal funds. Proponents are required to submit the Federal Conditions forms as part of the RFP response and document submission.   Title VI Solicitation Notice: The RTC, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
