The Douglas County Board of Commissioners is seeking qualified firms through a formal RFQ process to provide consulting services for a Regional Freight Planning Study within Georgia. The solicitation emphasizes a two-phase evaluation: initially screening Statements of Qualifications based on experience, resources, and technical approach, followed by a detailed review of finalists' technical proposals and past performance, with the goal of selecting the most capable firm for a contract estimated between 500,000 and 1.5 million dollars. The project aims to develop comprehensive freight infrastructure assessments, stakeholder engagement strategies, and actionable planning reports to enhance regional freight movement, with deliverables including inventories, traffic analyses, and prioritized project lists. The process underscores strict adherence to submission instructions, evaluation weights favoring technical approach, and the importance of DBE participation, all managed through the Georgia Procurement Registry with Anthony Choice as the key contact. The contractual framework incorporates multiple compliance and certification requirements, including affidavits for non-collusion, E-Verify compliance under Georgia law, and certifications of no debarment or suspension, all to be notarized and submitted with proposals. While standard FAR clauses are not explicitly listed, the contract references adherence to GDOT-specific policies, federal cost principles, and state regulations, notably emphasizing audit requirements, conflict of interest disclosures, and immigration law compliance. The scope of work involves detailed project management, stakeholder coordination, geographic and infrastructure analysis, and the delivery of electronic reports and GIS data, with the contract remaining in effect until project completion and acceptance by Douglas County. Submission guidelines specify a single electronic PDF response, with strict page limits, clear labeling, and no physical shipping, ensuring a streamlined and compliant procurement process aligned with local and federal standards.
