Regional Landfill Options for Orange County (RELOOC) Strategic Plan - Frank R. Bowerman (FRB) Landfill Implementation

Orange County Waste & Recycling is implementing the Frank R. Bowerman (FRB) Flare Facility Master Plan as part of the Regional Landfill Options for Orange County (RELOOC) Strategic Plan. Located in Irvine, California, the project focuses on critical infrastructure upgrades to ensure the landfill meets all legal and regulatory requirements. Key technical improvements include replacing Flares 1 through 5 with new ultra-low nitrogen oxide (NOx) flares, installing a new ultra-low NOx Flare 7, and implementing an Integrated Landfill Gas Treatment System. Additional scope includes electrical upgrades, fuel modification area construction, and the removal and replacement of the leach field and bioretention basin. The broader implementation involves phased vertical and horizontal expansions of the FRB Landfill within its existing property boundaries, maintaining an annual average of 8,500 tons per day with a maximum daily increase to 11,500 tons. The project also includes slope stabilization and remediation to address the effects of a 2002 landslide and the execution of a Soil Management Plan to protect adjacent canyons and local habitats. All flare facility improvements will occur on previously disturbed land, and the project will not result in an expansion of the landfill property or changes to waste acceptance tonnage. This initiative is supported by the Final Environmental Impact Report (FEIR) 604 and Addendum No. 13, with oversight provided by the CEQA and Habitat Program management.
