Professional Goat Grazing Services for Vegetation Management at Elkhorn Regional Park
Solicitation # RFI-2026-0001
Yolo County is issuing a Request for Information (RFI-2026-0001) to identify qualified organizations capable of providing professional goat grazing services for vegetation management at Elkhorn Regional Park in West Sacramento, California. The primary objective is to control the overgrowth of the native California grape and other invasive species through flash grazing, which will help the County mitigate fire risks and assess site conditions for future habitat restoration and project planning. This RFI is for informational and planning purposes only and does not constitute a commitment to award a contract. Interested parties must submit their responses by October 21, 2026. The County requires detailed information via a Vendor Questionnaire regarding organizational experience, herd capacity, and grazing methodologies, including stocking rates and acreage completion speeds. Key operational requirements include the ability to provide comprehensive animal care, emergency response protocols for wildfires or flooding, and secure containment systems to ensure public safety in a park environment. Vendors must also demonstrate their ability to protect sensitive waterways and wildlife habitats, maintain all necessary legal permits and insurance, and provide detailed performance reporting with before-and-after documentation. The County is specifically looking for providers who can mobilize quickly and begin services immediately upon the execution of a future contract.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. This procurement is set aside for Small Business. The NAICS code is 112420 and the Small Business Size Standard is $1.0 Million. The scope of this Blank Purchase Agreement (BPA) is to secure services for fuel break maintenance, hazardous fuels reduction, and/or non-native invasive/noxious weed control using targeted grazing treatments of forest lands in the Pacific Southwest Region of California to 1) reduce vegetation within the forests, 2) reduce the risks of wildland fires, and/or 3) to improve forest health. Objectives of various BPA Calls include to re-arrange ladder fuels to reduce the potential for an extreme wildfire; reduce the threat of major insect attack; reduce inter-tree competition for moisture, nutrients, and light in the area; maximize individual tree growth and vigor; and/or reduce non-native invasive/noxious weeds. Project areas can include reforestation areas; natural and managed stands of timber/woodlands of all ages, size and species; shrub fields or grass areas; riparian and wetland areas; and/or areas of non-native invasive/noxious weeds. Fuels may consist of harvest activity slash, natural fuels, live fuels, slashed shrubs, and/or trees. Fuel loads across the area vary tremendously and the conditions will be identified on each BPA Call. Targeted livestock grazing by goats, sheep, or cattle are the activities for fuels reduction/vegetation treatment or noxious/invasive weed treatments that are contemplated under this contract. The Contractor shall provide everything--including, but not limited to, all equipment, supplies, transportation, water for livestock, labor, livestock, and supervision--necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government. Responsive quotes must address the evaluation factors outlined in FAR 52.212-2, Evaluation - Commercial Products and Commercial Services. Quotes must be received no later than July 5, 2022, at 4:30 PM Pacific via email at scott.remillard@usda.gov. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f). **Amendment A0003 extends the response due date to 21 July 2022 at 2:00 PM** See amended Evaluations Factors, Past Performance Questionnaire, and Geographic Capability forms. **Amendment A0002 Extends the response due date to 18 July 2022 at 2:00 PM** Questions or clarifications may be forwarded via e-mail to Scott Remillard at scott.remillard@usda.gov, no later than July 11, 2022, at 2:00 PM Pacific.
